To be commissioned as a notary public in Texas, you must be a

Texas resident

18 years of age

Have not received a final conviction for a crime involving moral turpitude or a felony. (includes class A and B type misdemeanors and felony convictions.)
Anyone seeking to become a Notary Public in Texas who is a non-resident may apply if he/she meets the following requirements:

Is a Licensed (non-resident) Texas Escrow Officer

Meets all other requirements listed for a resident

Submits application 2301-E to the Texas Secretary of State*

Louisiana

Arkansas

Oklahoma

New Mexico
*Should the Licensed Texas Escrow Officer become a non-resident he/she is required to surrender his/her Notary Public commission to the Texas Secretary of State.
